Osborn Engineering provided a survey and report of the existing mechanical systems, specifically the chiller, air handlers, cooling tower, and chemical treatment. The report focused on whether or not the system was appropriately designed for the intended service and safe operation. Osborn reviewed original construction drawings, service, maintenance, and test records. Osborn proceeded to design a chiller replacement eliminating the cooling towers which were a maintenance issue, and designed new DDC Controls for the Parish. The study evaluated multiple options and provided recommendations for corrective actions with an associated opinion of probable cost. Osborn provided commissioning and functional testing once the new systems and controls were installed and back in operation.
