Cuyahoga County Municipal Energy Program
As part of the American Recovery and Reinvestment Act of 2009, the Cuyahoga County Board of County Commissioners received an Energy Efficiency and Conservation Block Grant through the U.S. Department of Energy (DOE) for improving energy efficiency and energy conservation of public buildings in Cuyahoga County. In 2011, Osborn Engineering was selected as a prequalified Energy Auditor for this program, which was established to encourage various municipalities to conduct an ASHRAE Level 2 energy audit of all of their municipally owned facilities and then implement the resulting energy projects. In order to be pre-qualified, the firms and individuals selected had to be licensed in Ohio and/or certified as: Professional Engineers (PEs); Certified Energy Managers (CEMs); or Certified Energy Auditors (CEAs). Pre-qualified firms also had to demonstrate 3-5 years of ASHRAE Level II energy auditing experience.
Through this program, Osborn was awarded multiple City contracts to perform an ASHRAE Level 2 energy audit. As part of this audit, Osborn surveyed all municipal owned facilities in order to document the existing conditions of the building’s energy related infrastructure (building envelope, lighting, HVAC, etc.), reviewed facility operating and maintenance practices and utility usage, and then identified and analyzed energy conservation measures in accordance with the ASHRAE standards.
