City of Cleveland Climate Action Plan and Greenhouse Gas Inventory

Completed in 2013, the City of Cleveland and a team of experts led by Osborn Engineering created a more detailed approach to sustainability and climate action planning. Working with a core group of stakeholders and building on the City’s Sustainable Cleveland 2019 efforts to date, the team delivered an action plan that addresses sustainability in municipal operations as well as climate impacts community-wide. The municipal and community wide Climate Action Plans included short- and long-term strategies and actions that build upon current initiatives and achievements. The plans seek a balance of reducing per capita greenhouse gas emissions and meeting sustainability goals, spurring continued economic development, and adapting to a new climate reality in order to improve the economic, environmental, and social well-being of its citizens.
 
Osborn Engineering was the lead consultant who oversaw and worked with three subconsultants (Brendle Group, Graf Consultants and GreenCityBlueLake Institute). Kemp Jaycox, Energy Consultant and Project Manager, was the main point of contact for the City and managed the daily activities of the project. His role included writing and editing project deliverables, preparing and delivering presentations at stakeholder workshops and webinars, organizing and leading conference calls with the project team and client, interviewing City personnel and collecting data. The Municipal Action Plan was completed in December 2012 and the community-wide Climate Action Plan was completed in 2013.
