HUD GPNA and RAD Assessments
The proposed Green Physical Needs Assessment (GPNA) rule (24 CFR Part 905) was issued by HUD in November 2011 and has yet to be finalized. In the meantime, Osborn has completed numerous GPNA and Energy Audit projects with our partners, Ameresco Asset Sustainability Group and The Inspection Group for Public Housing Authorities throughout the U.S. The assessments include architectural and mechanical, electrical and plumbing (MEP) engineering assessments of the building envelope, equipment, systems and components. Energy audit data including Core and Advanced Energy Conservation Measures (ECMs) are incorporated into the GPNA reports. Additional data including condition, expected useful life, replacement cost and long term capital needs, are compiled, validated and transferred into the HUD GPNA software tool.
The Rental Assistance Demonstration program shifts units from the Public Housing program to the Section 8 program so that providers may leverage the private capital markets to make capital improvements to their properties. Osborn has completed several RAD Physical Condition Assessments (RPCAs) which include identification of critical, short and long term capital needs, and green alternatives, and completion of the RAD Excel Tool, energy audit report and Utility Consumption Baseline.
